Why retirees are looking at Albania

Three things bring retirees to Albania: a Mediterranean climate on the Ionian coast, prices that are a fraction of Italy, Croatia or Greece, and a legal framework in which foreigners own apartments and houses on the same terms as citizens. The median asking price of an apartment across the country is 1585 € per square metre, and listings start from around 52 000 €. On the Riviera the same money buys a view that costs several times more across the water in Corfu.

The country is also easier to reach than it was. Tirana airport has year-round connections to most of Europe, ferries link Sarandë with Corfu in half an hour, and the coastal road from Vlorë to Sarandë has been rebuilt. Albania is an EU candidate in accession talks, English is widely spoken by anyone under forty, and Italian and Greek are common on the coast.

Residence permit for retirees: what property gives you

Albania has no retirement visa and no golden visa. What it has is a residence route under Law 79/2021 for people who own habitable property: about 20 m² per person, at least half owned in your name, registered at the State Cadastre. The permit is issued for one year and renewed while you still own the home. It is temporary, renewable residence, not permanent residency and not citizenship.

Most retirees combine the property route with the visa-free period. Citizens of the EU, the United Kingdom and many other countries can stay 90 days in any 180 without a permit, and citizens of the United States can stay up to a year. Healthcare in Albania for foreign residents

Public healthcare exists but is basic and underfunded outside Tirana, and foreign residents are not automatically covered. In practice retirees use private clinics and hospitals, of which Tirana has several that treat international patients, and buy private health insurance or pay per visit. Routine consultations and dental work are cheap by Western European standards, which is one reason dental tourism to Albania has grown.

On the coast the picture is thinner. Sarandë, Vlorë and Durrës have hospitals and private clinics for everyday needs, but serious or specialist treatment means Tirana or a flight home. Anyone with a chronic condition should map the nearest cardiology or oncology care before choosing a town, and keep insurance that covers repatriation.

What a month in Albania costs a retired couple

Albania is not the cheapest country in the Balkans, but for a coastal life it is hard to beat. A couple who own their home outright can live comfortably on far less than a Western pension. Two costs are higher than newcomers expect: a car, because fuel and imported vehicles are not cheap, and heating in an older apartment in winter, because many buildings rely on electric heaters or air conditioning units. A newer building with good insulation costs more to buy and less to run.

Where retirees settle in Albania

Four places account for most foreign retirees, and they suit different people.

• Sarandë and Ksamil: the warmest winters, the clearest sea, Corfu on the horizon and the largest community of foreign residents. Also the highest coastal prices after the Riviera villages and a very quiet January.
• Vlorë: a real city of 80,000 with a long seafront, a hospital, year-round restaurants and a new airport nearby. Cheaper per square metre than Sarandë and less seasonal.
• Durrës and the Golem strip: the widest beaches, the lowest entry prices on the sea and thirty minutes to Tirana airport. The trade-off is a resort atmosphere in summer and a lot of construction.
• Tirana: for retirees who want culture, the best hospitals and a capital-city calendar. No sea, but the coast is under an hour away and the mountains are closer.

Buying a retirement home in Albania: the checks that matter

The purchase itself is simple: a preliminary contract, an independent lawyer, a notary and registration at the Cadastre, usually within two months. The things that go wrong are known and avoidable: buildings that were never legalised, off-plan apartments paid for in full before completion, and land that a foreigner cannot hold directly. For a retiree there are two more considerations. Buy a finished, registered apartment rather than off-plan unless you can absorb delays, and buy in a building with a lift and a working owners’ association, because you will be there in winter when the summer neighbours are gone.
