Buying land in Tirana

How much does land in Tirana cost?

The median asking price of the 128 plots of land for sale in Tirana is €260,000, or €300 per square metre, with the cheapest plots from around €24,500 and the middle half between €125,000 and €459,000. The spread is wide because a zoned building plot inside the municipal plan is worth many times a field of the same size outside it. 23 plots are listed under €100,000 and 68 under €300,000.

Land is the part of the Tirana property market where a foreign buyer's options are most limited; built property in Tirana (apartments, houses, commercial premises) is listed on its own pages below.

Where to buy land around Tirana

Plots for a house are in the south-eastern hills of Farkë, Lundër, Sauk and Petrelë and on the Dajti slopes to the east. Land for housing and commercial development is along the ring road (Unaza) and the Tirana to Durrës highway through Kashar and Vorë, where the business parks and warehouses are. Small plots in the villages north and east of the city, from Paskuqan to Dajt, are the cheapest but are mostly agricultural. Zoning in the Tirana territorial plan changes what can be built street by street, and a plot with a valid building permit carries a large premium.

Can a foreigner buy land in Tirana?

A foreign individual can buy a building plot inside an urban zone outright. Agricultural land cannot be held directly by a foreign individual: the routes are an Albanian-registered company with a development purpose, or a long lease registered at the cadastre. Before paying a deposit, request the cadastre extract (the classification decides everything), the map extract and the municipality's plan for the parcel; the foreigner's guide explains the land rules and the due-diligence guide the documents. Land is also available on a lease, see land for rent in Tirana.

Land for sale in Tirana: frequently asked questions

How much is land in Tirana per square metre?
The median asking price is €300 per square metre across the 128 plots listed, with a median plot price of €260,000. Zoned plots near the centre are far above that; village fields far below.
Can a foreigner buy a plot to build a house near Tirana?
Yes, if the plot is a building plot within an urban zone. Agricultural land is restricted for foreign individuals and is bought through an Albanian company or leased. Have the classification checked on the cadastre extract before you commit.
Where do people build houses around Tirana?
Farkë, Lundër, Sauk and Petrelë to the south-east, Kashar and the Durrës highway corridor to the west, and the Dajti slopes to the east.
How do I check what I can build on a plot in Tirana?
Through the municipality's territorial plan and a building permit application; a local architect or lawyer reads the plan for the specific parcel. A plot sold with a valid permit should have the permit's holder and expiry verified.
What documents prove ownership of land in Albania?
The ownership certificate and map extract from the State Cadastre Agency (ASHK). Plots sold on an old family agreement or on a certificate that does not match the map are the most common source of disputes.
