Prices are set by three things: whether the plot is zoned for building, whether the title is clean and how close it is to the water. The Riviera has strict coastal rules and a long history of disputed family titles, so a zoned plot with a permit and a clear cadastre record is worth many times an olive terrace with a view and an old agreement.

A foreign buyer can purchase a building plot inside an urban zone directly. Olive groves and other agricultural land cannot normally be held by a foreign individual and go through an Albanian company or a lease. Request the cadastre extract and the municipal plan before anything else, and treat an independent lawyer as part of the price.
