Two things make Himarë land different from the Adriatic coast. The coastal rules are stricter about building near the shore, and much of the land is olive grove or agricultural terrace with old family titles, sometimes disputed. A zoned plot with a clear title and a permit is therefore worth a great deal more than a field with a view.
